1. SUMMARYThe Joint Intelligence and Security (JIS) Division, under the leadership of the Assistant Secretary General (ASG) for Intelligence and Security, comprises two principal pillars: Intelligence, headed by the Deputy ASG for Intelligence; and the NATO Office of Security, (NOS) headed by the Deputy ASG for Security (DASG-S) / Director NOS. The NOS is responsible for the overall coordination of NATO security among member Nations, NATO civil and military bodies as well as International Organisations and partner countries with which NATO cooperates. It is also responsible for the security of the NATO Headquarters, its personnel in Brussels, abroad on mission, in satellite offices, and for the protection of the Secretary General.The NOS comprises the Office of the Director, the Security and Policy Oversight Branch (SPOB), the Protective Security and Emergency Services Branch (PSESB), the Security Intelligence Branch (SIB) and the Close Protection Unit (CPU). Its functional areas address: personnel, physical, information and industrial security, communication and information systems security (including cyber defence); counterintelligence and counterespionage; threats from terrorism; close protection; security force services; emergency response services (e.g. fire and medical).The PSESB’s mission is to ensure the security and safety of the NATO Headquarters, its people, infrastructure and information. In coordination with the Host Nation it analyses threats and vulnerabilities, determines risks and takes action to minimise them. Its staff works in the following domains:

  • access management;
  • security regulations and infractions;
  • physical security;
  • security awareness and “special events” (high-level meetings at the NATO Headquarters and in NATO member and partner nations).

It also provides advice on protective security issues in the NATO satellite offices.The incumbent is responsible for the management of support to the Headquarters Security Force (Operations Section) in the following areas:

  • the administration and management of legal documents required to obtain and hold firearms and non-lethal weapons;
  • the management and the maintenance of all firearms and non-lethal weapons;
  • maintenance of accurate records of the stock and the use of ammunitions;
  • scheduling the purchase of the necessary equipment related to firearms and non-lethal weapons, in coordination with the logistics assistant.
  • technical intervention on firearms, management of the stocks and the management of a safe working environment.

The incumbent, instructs new security staff concerning all legal aspect related to the use of firearms and non-lethal weapons. S/he is the point of contact between Operations Section and Host nation legal authority for weapons. S/he works under the supervision of the Head, Headquarters Security Force.2. QUALIFICATIONS AND EXPERIENCEESSENTIALThe incumbent must

  • have a good general education, equivalent to higher secondary level;
  • have at least 4 years’ experience in a security force, military or police service, including experience as a weapons specialist;
  • have an extensive experience in the use of firearms and other non-lethal weapons and be able to pass regular tests;
  • possess a sound knowledge in technical maintenance or in the repair of firearms and other non-lethal weapons;
  • have a very good knowledge of Belgium’s firearms legislation;
  • have a basic understanding of accounting in order to keep track of resources;
  • possess writing skills to be able to draft clear and concise reports;
  • possess the following minimum levels in the official languages of NATO (English/French): V (“Advanced”) in one and I (“Beginner”) in the other;
  • have the flexibility to work outside normal working hours in response to crises and urgent requirements.

DESIRABLEThe following would be considered an advantage

  • the possession of an armorer certificate;
  • experience working effectively in a multi-national and multi-cultural organisation;
  • formal training at national military/police staff academy or equivalent;
  • formal training in weapons maintenance/repair, issued by a National authority;
  • experience as a trainer in the field (firearms legislation, weapons specialist training).

3. MAIN ACCOUNTABILITIESPlanning and ExecutionBe responsible for the basic and follow-on management of all weapons in use in the HQ Security Force. Support all duties of the Section, including shooting instructors, when required.Information ManagementEnsure that prior to all firearms practice, all related legal instructions are communicated and clearly explained to the security agents and are correctly understood. Draft concise reports, as required.Expertise DevelopmentProvide documented advice required to acquire firearms and other less-lethal weapons. Maintain an accurate record of all weapons and ammunitions movement and ammunition consumption. Attend courses, seminars and exhibitions, as required. Be familiar with the different tasks carried out by the HQ Security Force and its equipment.Stakeholder ManagementAct as main armorer for all firearms related issues, and supervision. Ensure that the firing range and shooting are conducted in line with host nation legislation. When necessary support the qualified firearms monitor in each team.Project ManagementBe responsible for the administration of all weaponry and ammunition holdings of the HQSF. Support and advise on projects related to the purchase of new weapons and equipment by the HQSF or the upgrades of existing ones.Perform any other related duty as assigned.4. INTERRELATIONSHIPSThe Weapons assistant reports to the Head, Headquarters Security Force. S/he liaises closely with the Host Nation services for all weapons administrative and support related matters.Direct reports: N/aIndirect reports: N/a5. COMPETENCIESThe incumbent must demonstrate

6. CONTRACTContract to be offered to the successful applicant (if non-seconded): Definite duration contract of three years’ duration; possibility of an indefinite duration contract thereafter.Contract clause applicable:
In accordance with the NATO Civilian Personnel Regulations, the successful candidate will receive a definite duration contract of three years, which may be followed by an indefinite duration contract.If the successful applicant is seconded from the national administration of one of NATO’s member States, a 3-year definite duration contract will be offered, which may be renewed for a further period of up to 3 years subject to the agreement of the national authority concerned. The maximum period of service in the post as a seconded staff member is six years.Serving staff will be offered a contract in accordance with the NATO Civilian Personnel Regulations.NOTE: Irrespective of previous qualifications and experience, candidates for twin-graded posts will be appointed at the lower grade. Advancement to the higher grade is not automatic, and will not normally take place during the first three years of service in the post.Under specific circumstances, serving staff members may be appointed directly to the higher grade, and a period of three years might be reduced by up to twenty four months for external candidates. These circumstances are described in the IS directive on twin-graded posts.7.
