Summary About the position: This position is located at the Skills Development Center, Aviano AB. This is a NAF (Non-Appropriated Fund) position assigned to the 31st Force Support Squadron on Aviano AB, Italy. Responsibilities Support and assist the Skills Development Center Manager in the management of Engraving, Wood Shop, Arts & Crafts, and Auto Hobby, NAF vehicle maintenance, printing services, and AF contracted operations. Assists in the day-to-day work force management of facility to include scheduling of staff, employee recruitment, staff training, approval of leave, timecards, performance reviews and administration of discipline. Provides technical program support and guidance to subordinates. Applies Equal Employment Opportunity (EEO) principles and requirements to to all personnel management actions. Responsible for adhering to mission planning, programming, scheduling, policies and procedures to implement DOD, Air Staff and and USAFE directives. Assists in developing budgets, tracking expenses, performing detailed analysis of operating statements and accomplishing short and long-range strategic planning. Evaluates complex activity operating statements to determine inefficiencies and develops comprehensive business plans to strengthen financial performance. Assists in development of annual marketing plans to include a detailed annual schedule of events. May be required to manage both O&M and NAF assets to include internal controls. Prepares and accurately enters data into Air Force financial data software such as NAFDIS,IBS, SAIS, and SETS computer software platforms. May serve as both the Appropriated and Non-appropriated Fund Purchase Card Holder or approving official for the Skills Development Center. Ensures compliance with all environmental procedures and policies In the absence of manager, serves as the facility’s primary representative for Self- Inspection to include MICT, Safety, HAZCOM and EESOH-MIS. Assists with other functional elements of the Flight and Squadron as directed by the Community Services Flight Leadership. Acts as the Unit Dangerous Goods Advisor (UDGA). Designated to provide oversight over one or more of the operations within the Skills Development Center. Preforms other duties as assigned. Qualifying Experience: Applicant must have experience and a working knowledge of the skills Development Center operations and the programs therein. Applicant must be able to communicate effectively both orally and in writing and present a professional image. Applicant must successfully complete physical examination as well any required occupational health or other examinations. Applicant must meet specific physical requirements an possess the ability to lift an carry objects weighing up to 45 lbs. Applicant must posses and maintain valid driver’s license. Must successfully complete a Tier 1 background investigation. You will be evaluated on the basis of your level of competency in the following areas: Education Some federal jobs allow you to substitute your education for the required experience in order to qualify. This position does not allow for education substitution in order to qualify. Additional Information Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration. All Federal NAF employees are required by PL 104-134 to have salary payments made by electronic funds transfer/direct deposit. Probationary period may be required. Selection is subject to restrictions resulting from hiring preferences and priority consideration eligible.
