The Assistant General Counsel – Environmental
will provided legal advice and counselling related to all environmental compliance issues to the Arkema Group in the Americas, covering over 50+ locations, as it relates to EPA, state and local agency, TSCA, FIFRA, and RCRA compliance. Serve as the in-house subject matter expert for environmental compliance issues, assist with permitting and other site regulatory and compliance matters and other related matters. Leads (or assists with) sensitive investigations or other matters.  This position will directly report to Deputy General Counsel in the US.  

Essential Duties & Responsibilities:

-Provide advice related to daily air, water, waste compliance regulatory and permitting issues;  review and revise as needed CAA Title V Air Permit semi-annual Deviation Reports /Annual Compliance Certification Reports and release reports; RCRA recycling /beneficial reuse; review and revise environmental provisions of commercial contracts; provide legal advice related to enforcement defense and administrative actions; assist in drafting response to agency information requests;  provide counsel related to agency inspection preparation and response; oversee attorney-client privileged environmental audits & federal/state self-disclosures; counsel on environmental emergency situations; respond to business concerns, plans and issues regarding environmental compliance and regulatory programs; address waste disposal concerns; and retain and supervise outside counsel, as needed

-Provide support to corporate and law department functions; provide training to corporate and plant HES; assist in drafting and revising policies and procedures; participate in reserve setting for off-site remediation; track trends, NOVs, penalties; assist Tax Department in relation to the payment of penalties; and assist with public comments on significant proposed environmental regulations.
 

Minimum Qualifications and Education Requirements:

-Minimum 10+ years environmental compliance experience, preferably working with and/or for large chemical companies or in the manufacturing industry.  
Admission PA Bar required.
 

Competencies – Knowledge, Skills & Abilities:

-Expert knowledge of regulations related to permitting, release reporting, site remediation, and hazardous waste required including the CAA.
-Experience reviewing the environmental issues of commercial agreements required. 
-Experience with RCRA recycling regulations strongly preferred. 
-FIFRA and/or TSCA experience a plus.
-Analytical thinking and execution.
-Must enjoy faced-paced environment, be able to work independently, and balance numerous projects.
-Excellent interpersonal skills dealing with all levels of employees.
-Ability to achieve results within a matrixed environment.
 

Physical Demands/Working Conditions:

-Will occasionally require working additional hours outside of normal workday/workweek to meet certain deadlines throughout the year
-Hybrid schedule – minimum 3 days in the office
-Travel can be up to 15%.
