The Role:
Do you want to develop your consulting skills in one of the most successful county councils in the country? Do you have a ‘calling’ for public service and are you motivated to make a genuine and positive difference to people’s lives in a dynamic public sector environment?
Do you want to be given early responsibility, support, and training to help our clients deliver their transformation projects and programmes whilst developing your skills and experience?
About Us:
The Children’s Services Department (CSD), which is rated as Outstanding by Ofsted, provides services that safeguard and support children across the county, including education, social care, and special educational needs.
We are the Children’s Service Transformation Practice – a professional group of internal management consultants that play a key role in leading and supporting service transformation and change across the Council. We have nearly 40-consultants from a wide variety of public, private and management consultancy sector backgrounds. Due to our ongoing success, we want to recruit dynamic, enthusiastic, and self-motivated individuals to join us in building on the success we have achieved so far.
We operate in an exciting and fast-paced environment which will challenge any preconceptions you may have of what it is like to work in public sector! The projects you will work on will be varied and stretching – focussed on improving service efficiency so that we can continue to meet our tough public sector financial challenges without compromising the high standard of service we aspire to provide for Hampshire residents.
As one of the UK’s most respected and highest performing local authorities, we will provide you with a modern, friendly, supportive, and collaborative working environment with like-minded people; technology to support flexible working; a strong emphasis on professional development and learning; professional challenge and variety. As a Council, we offer great terms and conditions, including a Career Average Revalued Earnings (CARE) pension scheme.
You will be based in Winchester, a beautiful and historic city on the edge of the South Downs National Park, with good travel links to London. A hybrid approach that enables a combination of remote working and attending the office for specific work, or to attend team meetings/workshops is operated by the Council. As part of our commitment to flexible working, we offer a range of work styles, including the opportunity to work a nine-day fortnight.
About You:
We are seeking recent graduates or postgraduates and experienced hires that have a strong core consulting skillset and want to make a positive contribution to the Council’s success. Although beneficial, project management, service redesign and change management skills are less important than your softer skills and consulting experience: excellent interpersonal, facilitation and communication skills; strong planning and organisation abilities; coupled with a logical and analytical mind.
We are particularly interested if you have developed an interest and competence in Microsoft’s Power Platform suite including Power Apps and PowerBI.
You need to be adept at building strong and effective working relationships with key stakeholders across the council and you should be comfortable presenting your ideas to diverse and varied audiences in a professional and confident manner.
Given our ongoing financial challenges you should be self-motivated and comfortable dealing with ambiguity and change. We don’t mind if you have demonstrated these skills in academic or professional environments, but you need to provide supporting evidence in your application. In return, we will provide you with training, support, and opportunities for career progression.
Candidates are invited to submit applications together with a CV and covering letter. The covering letter is important and should set out why your background is suitable for the role. Any previous applicants who have submitted an unsuccessful application in the preceding 12 months need not apply.
