Job summary

The Ministry of Defence employs over 50,000 Civil Servants. Within that, the Army Top Level Budget (TLB) employs around 7,000 MOD Civil Servants located at over 300 locations. Ours is a diverse workforce, with roles ranging from trainers, human resources, teachers, and psychologists to storekeepers, financiers, project and programme managers, and policy secretariat staff. There are many different functions and professions delivering key outputs for the Army. 

HQ Collective Training Group (CTG) is looking for a motivated and driven individual to join the Finance Department in the role of Finance Support Clerk. The HQ CTG Finance Support Clerk position is an essential role within the Finance Department, providing direct financial administrative support to the HQ and Training Establishments in the UK and overseas.

We are looking for an approachable, well-organised and adaptable person to work within a team of civilians and military personnel. The successful candidate should have strong customer service skills along with good digital literacy. They will demonstrate the ability to react quickly and positively to change and will understand the importance of following financial procedures and processes.

The Army is conducting a review of its current Finance Operating Model. At the time of advertisement this post is deemed to have an enduring requirement and it is not anticipated that this post will be likely to change in the immediate future, however is in scope of ongoing reviews.

This position is advertised at 37 hours per week.

Job description

  • Process and scrutinise all CTG travel requests.
  • Produce and issue delegated financial letters to each Overseas Training Exercise (OTX) Unit.
  • Point of contact for Contract, Purchasing and Finance (CP&F) users.
  • Conduct monthly checks on all CTG Electronic Procurement Card (ePC) transactions. 
  • Be the CTG deputy Low Value Purchase (LVP) manager which will assist the LVP manager with new card applications, uplift requests and general queries. 
  • Log and process invoices for payment in accordance with Army HQ Bill Processing Guidance. 
  • Monitor and action the finance and OTX multi-user email accounts.
  • Maintain financial registers and ensure the CTG Financial intranet pages are kept up to date.
  • Export various monthly financial reports and upload to the CTG Financial intranet page.
  • Respond to general financial enquiries from various stakeholders.
  • There will be the opportunity to travel overseas to assist with the financial audits which take place in Belize, Kenya and Germany. 

Person specification

We are looking for individuals who show initiative, can interact with personnel at all levels and can work independently, as well as part of a team. They should be able to demonstrate a good range of Microsoft Office skills (Microsoft Teams, Excel, Power Point, Word including Outlook & SharePoint) with good communication skills to join our diverse team within the HQ Collective Training Group.

This will require candidates to be organised and able to work unsupervised.

The post holder will be required to travel to other Military establishments across the UK and overseas and some visits will require overnight stays.

Where business needs allow, some roles may be suitable for a combination of office and home-based working. This is a non-contractual arrangement where all office-based employees will be expected to spend a minimum of 60% of their working time in office, subject to capacity and any required workplace adjustments. Requirements to attend other locations for official business, or work in another MOD office, will also count towards this level of attendance. The post does not offer relocation expenses.

External recruits who join the MOD who are new to the Civil Service will be subject to a six-month probation period.
