The (TAD) is the focal point for the OECD’s work on agriculture, both international and domestic, and it works to advance the Strategic Orientations of the Secretary-General, including on climate change mitigation and on open trade and markets, ensuring impact of the OECD Agriculture work in the international governance architecture, in co-ordination with the OECD Sherpa team.TAD works covers a wide set of analysis of food and agriculture policy, agri-food trade and market and agricultural sustainability under the responsibility of two divisions, the Agriculture and Resource Policies (ARP) Division and the Agriculture Trade and Markets (ATM) Division. TAD work involves a mix of analytical and policy-oriented research conducted in a dynamic, multicultural environment by a team of highly-qualified and experienced staff.TAD is looking for an Agricultural Policy Analyst to contribute to its work on agricultural commodity markets, the sustainability of agriculture and food systems, and related analysis on agriculture and food policy issues.The Agricultural Policy Analyst will lead the empirical analysis using the TAD agricultural market model (AGLINK-COSIMO) and contribute to the preparation of the OECD-FAO Agricultural Outlook. In particular, the Agricultural Policy Analyst will work as part of the Agricultural Outlook team, will lead the continued development of AGLINK-COSIMO and its usage for scenarios, and contribute to a range of projects across the Directorate as required. The Agricultural Policy Analyst will work under the oversight of the Head of Division in TAD/ATM.Job DescriptionMain ResponsibilitiesResearch, Analysis and drafting

  • Lead the scenario analysis with and the development of AGLINK-COSIMO, including the development and updating of relevant software and modelling tools.
  • Contribute to the preparation and drafting of the OECD-FAO Agricultural Outlook and other publications designed for a policy audience.
  • Contribute to the analysis of agricultural sustainability with specific focus on agriculture and food policies an their relation to Climate Change and agricultural commodity markets
  • Prepare policy notes, presentations, and briefing material that are clear, concise and relevant for policy makers.
  • Keep abreast of emerging research, exploratory work and evolving policies on agriculture commodity and food markets and trade, emanating from governments, other international organisations, non-governmental organisations, academia and the private sector.

Liaison, representation, and meetings

  • Participate to the organisation of workshops, webinars and events organised by the OECD on agriculture and food, as requested, including by interacting with prospective speakers.
  • Interact with collaboraters about the usage of AGLINK-COSIMO and with the general global community on Agricultural Outlooks (with special focus on the AGLINK-COSIMO Users’ Group and the World Outlook Conference).
  • Collaborate with other Divisions and Directorates and contribute to horizontal and multidisciplinary projects and outputs as needed.
  • Build and maintain a network of contacts with government officials, analysts and experts in donor agencies, international organisations, research institutions, universities and NGOs.

Other duties

  • Provide general support to the activities of the Division as required, in particular as requested by the Head of Division.

QualificationsIdeal Candidate ProfileAcademic Background

  • An advanced university degree in applied economics or political sciences, with an emphasis on agriculture, food or environmental issues.

Professional Background

  • Minimum three, preferably five years’ experience in policy analysis on agriculture, food, environment or related topics.
  • Proven capacity to lead analytical work including model-based scenario analyses and the development of economic models.
  • Proven capacity for sound analytical and policy-orientated work; to effectively execute research or project assignments and to synthesise technical and policy-orientated issues for audiences at governmental or intergovernmental level.

Tools

  • Profiency in analysis of quantitative information and experience with advanced analytical tools (Excel, Gams, Python) is a requirement.

  • Fluency in one of the two OECD official languages (English and French) and knowledge of the other, with a commitment to reach a good working level.

Contract Duration

  • One-year fixed term appointment, with the possibility of renewal.
