About the job:

Based in Brain l’Alleud ** you will join the Agency as we embark on a journey to transform our IT services to support NATO’s Digital Endeavour. You will join the NATO Integrated Mobile Service Centre, which provides NATO and its partners with scalable, protected, secure, reliable, and integrated Wireless Communication-based Services with a focus on NATO Operations, Crisis Response, Missions, Exercises and Business Continuity. The NIMSC Chief is responsible for planning and executing all lifecycle management activities for centre’s following services: strategy, design, transition, operation and continuous service improvement including subject matter expertise, research and development, acquisition and logistic support.

**This is a temporary location pending completion of the new SHAPE facility at Camp Casteau in Mons. The Braine L’Alleud site is expected to close by end 2027, with future duty stations shifting to Brussels or Mons, depending on function and business needs.

As Fund Manager within the Resource and Portfolio Management (RPM) Office, you will support the Chief NIMSC by managing financial planning, monitoring and reporting activities at organisational level. Working closely with the Head of RPM and NCIA Finance, you will manage NIMSC budgets across CAPEX and OPEX, ensuring compliance with NATO financial regulations and providing accurate financial analysis to support decision-making. You will take on the following responsibilities :

  • Implement and manage the NIMSC budget cycle and financial processes
  • Monitor expenditure, forecasts and variances against approved plans
  • Collect, consolidate and analyse financial data from NIMSC business units
  • Prepare and deliver financial and management reports
  • Monitor and recover funds related to NIMSC service provision
  • Support cost control, expense management and financial governance
  • Participate in internal control reviews and audit-related activities
  • Prepare reports on Purchase Requisitions and Purchase Orders
  • Contribute to mid-year and periodic financial reviews
  • Deputize for the Resource Portfolio Manager, if required

About you:

The valuable knowledge and experience that you bring to this role are:

A minimum requirement of a Bachelor’s degree at a nationally recognised/certified University in a related discipline and 2 years post-related managerial/lead experience. Or exceptionally, the lack of a university degree may be compensated by the demonstration of a candidate’s particular abilities or experience that is/are of interest to NCI Agency, that is, more then 6 years extensive and progressive expertise in finance and budget cycles.

Substantial experience in budget and financial management

Advanced Microsoft Office skills, particularly Excel

Strong experience in financial analysis and reporting, including Power BI and Excel Power Query

Fluency in English, both written and spoken
