JOB DESCRIPTION

1. SUMMARY

The Cyber and Digital Transformation Division (CDTD) provides a coordinated approach for NATO to the security and defence challenges of the 21st century. It serves as the NATO Headquarters’ focal point for cyber defence strategy, cyber security, digital transformation and hybrid policy, including NATO’s energy security agenda.

The Strategy and Policy Directorate acts as the Division’s strategic centre of gravity. It is responsible for shaping NATO’s strategic direction in digital, cyber, and counter hybrid matters and for developing and implementing related NATO’s policies.

The Digital Strategy and Policy (DSP) Section enables the Alliance to anticipate change, harness innovation, and maintain a decisive digital advantage through strategic leadership, analytical rigour, and close collaboration with Allies, NATO bodies, and external partners. DSP develops, maintains, and advances NATO’s Digital Strategy and associated policies, conducts strategic foresight analysis on Emerging and Disruptive Technologies (EDTs), and delivers digital architecture frameworks and products that foster interoperability, standardisation, and coherence across NATO’s digital and cyber capabilities. These activities ensure NATO’s Digital Transformation remains strategically aligned, forward-looking, and resilient to technological change.

The Officer provides policy advise and also committee secretarial support to the Digital Policy Committee (DPC), including planning and organising meetings and associated events. The incumbent prepares and distributes agendas, shares documents and presentations with the Allies, and drafts the records of the meetings. The incumbent also prepares speeches and speaking notes for senior officials as directed. The incumbent also contributes to the development and coordination of divisional policy initiatives, monitors emerging trends in digital transformation, and supports the alignment of divisional activities with broader organisational strategies.

2. QUALIFICATIONS AND EXPERIENCE

ESSENTIAL

The incumbent must possess:

possess a university degree in political science, international relations, public administration, data governance, or a related field from an institute of recognized standing;

possess at least 3 years of experience in providing high-level administrative and organisational support within a complex, multi-stakeholder environment;

have proven ability to draft formal documentation, including agendas, speaking notes, decision sheets, and committee records, with precision and clarity;

possess experience in coordinating meetings and events involving senior officials, including scheduling, logistics, and documentation preparation;

have excellent communication and drafting skills, particularly in formal and policy-oriented contexts;

be proficient in managing workflows, tracking deadlines, and maintaining structured work plans;

have familiarity with intergovernmental or international organisations, including experience liaising with national representatives or diplomatic missions;

be conversant with the Alliance’s political and military consultative processes and key security policy issues on its agenda; be flexible to to travel and to work outside normal office hours;

possess the following minimum level of NATO’s official languages (English/French): V(“Advanced”) in one; II (“Elementary”) in the other.

DESIRABLE

The following would be considered an advantage:

    • knowledge of NATO structures, policies, and procedures;
    • experience in policy development, governance, or digital transformation domains;
    familiarity with document management systems and collaborative digital tools.

3. MAIN ACCOUNTABILITIES

Planning and Execution

Organise and coordinate formal and informal meetings of the DPC, including the preparation of calling notices, agendas, and logistical arrangements. Maintain and update the DPC Work Plan, ensuring timely follow-up on deliverables and deadlines. Support the organisation of weekly leadership meetings and other divisional activities, contributing to the planning and execution of cross-cutting initiatives. Assist in the organisation of DPC-led external conferences, workshops and events involving Nations, industry and Partners, with particular attention to those addressing digital transformation.

Expertise Development

Maintain awareness of developments in digital policy domains, contributing to the Division’s understanding of evolving trends and best practices. Support the alignment of DPC outputs with broader strategic objectives and policy frameworks.

Policy Development

Draft and review committee documentation, including decision sheets, speaking notes, and reports, ensuring coherence, accuracy, and alignment with DPC goals. Coordinate the preparation of documentation and briefing materials for meetings and events, ensuring alignment with organisational standards and policy objectives.

Knowledge Management

Ensure the proper archiving and dissemination of DPC documentation, maintaining version control and compliance with formatting and language standards. Contribute to the institutional memory of the CDT Division by documenting processes, decisions, and lessons learned.

Stakeholder Management

Liaise with National Representatives, NATO entities, and external Partners to facilitate coordination and ensure timely communication on committee matters. Serve as a point of contact for DPC-related queries, fostering constructive relationships with internal and external stakeholders.

Project Management

Ensure that planning efforts across policy areas are coherent, timely, and responsive to emerging requirements and strategic direction.

Representation of the Organization

Represent the Division in inter-committee coordination efforts, ensuring alignment with other Senior Policy Committees and relevant stakeholders. Uphold the Organisation’s standards of professionalism, discretion, and integrity in all interactions. Undertake any other duties as may reasonably be required, in support of divisional objectives.

4. INTERRELATIONSHIPS

The incumbent works under the supervision of the Head of Section for Digital Strategy and Policy and in close coordination with the Division’s Executive and Coherence Management Office. The incumbent maintains regular contact with National Delegations and Representatives to the DPC; staff across the Division and other NATO entities; senior policy committees and their respective Secretariats; and external stakeholders, including industry representatives and Partner Nations.

6. CONTRACT

Contract to be offered to the successful applicant (if non-seconded): Definite duration contract of three years; possibility of renewal for up to three years, during which the incumbent may apply for conversion to an indefinite duration contract.

Contract clause applicable:

In accordance with the contract policy, this is a post in which turnover is desirable for political reasons in order to be able to accommodate the Organisation’s need to carry out its tasks as mandated by the Nations in a changing environment, for example by maintaining the flexibility necessary to shape the Organisation’s skills profile, and to ensure appropriate international diversity.

The maximum period of service foreseen in this post is 6 years. The successful applicant will be offered a 3-year definite duration contract, which may be renewed for a further period of up to 3 years. However, according to the procedure described in the contract policy the incumbent may apply for conversion to an indefinite contract during the period of renewal and no later than one year before the end of contract.

If the successful applicant is seconded from the national administration of one of NATO’s member States, a 3-year definite duration contract will be offered, which may be renewed for a further period of up to 3 years subject also to the agreement of the national authority concerned. The maximum period of service in the post as a seconded staff member is six years.

Serving staff will be offered a contract in accordance with the NATO Civilian Personnel Régulations.

NOTE: Irrespective of previous qualifications and experience, candidates for twin-graded posts will be appointed at the lower grade. Advancement to the higher grade is not automatic, and will not normally take place during the first three years of service in the post.

Under specific circumstances, serving staff members may be appointed directly to the higher grade, and a period of three years might be reduced by up to twenty four months for external candidates. These circumstances are described in the IS directive on twin-graded posts.
