WE ARE
The mission of OIB, the Office for Infrastructure and Logistics in Brussels, is to ensure a functional,
safe and comfortable workplace for Commission staff and to provide high quality support services,
based on a client-oriented approach in an environmentally friendly and cost-effective way.
OIB is responsible for the accommodation of staff, management of social infrastructure (canteens,
daycare, etc.) and logistics, as well as social infrastructure on the Ispra site in Italy.
Within the department responsible for the management of real estate, our unit, OIB. RE.2
“Management of buildings and technical installations”, is in charge of managing the European
Commission’s building stock in Brussels, ensuring the accommodation of staff through appropriate
fittings and
services.
The unit has a staff of approximately 55 people and is divided into 2 operational sectors and 1
sector for coordination and planning.

WE PROPOSE
We propose a job within the management team of OIB.RE.2, as the Head of Sector for RE.2.003 –
“Fitout works and services”.
This sector includes a range of activities related to maintenance and transformation of our
buildings such as office space renovation projects, implementation of dynamic collaborative spaces,
partitions’ adaptation following DG reorganisations, etc., and the management of green areas,
office space cleaning and waste management services.
The selected candidate will have the following duties and responsibilities:
• organise the proper functioning of the sector, in particular through the management of
human resources (a deputy HoS and around 20 officials and contract agents), the
performance assessment, the identification of training needs;
• ensure the budgetary and financial management of the contracts for which the sector is

responsible;
contribute to the monitoring of the quality of the work carried out and the services provided
by the external partners for which the sector is responsible;
implement and monitor EMAS actions, including the compliance of the sector’s activities
with the most recent environmental legislation;

• assist the Head of Unit in defining the strategy and policies of the sector on the basis of
the Office’s work programme;
• participate in negotiations with contractors for areas of responsibility of the sector;
• participate in the preparation of technical specifications in the context of calls for tenders
and requests for quotations;
• ensure close collaboration with the other heads of sectors, the Office’s units, the
Commission services, external partners and external regulatory or private bodies.

We are looking for a pro-active Head of Sector who is motivated by the tasks of coordinating
activities and managing human and financial resources.
They will lead by example and empower staff to constantly improve performance, have capacity to
develop and implement strategies and give clear directions; think in terms of processes in view of
their continuous improvement;
The selected candidate should have prior experience in:
• team management;
• the construction industry (or technical education);
• public procurement procedures;
• contract management.
Additionally, the selected candidate will demonstrate the following personal qualities:
• ability to communicate in a clear manner technical matters to hierarchy/stakeholders;
• managerial self-awareness and eagerness to develop management skills;
• strong organisational and negotiation skills;
• resilience and flexibility to deal with unexpected requests / emergencies under strict deadlines;
• personal integrity and respect of confidentiality.
We expect the candidate to demonstrate very good oral and written communication competencies
in French (the main working language of the team and contractors) and fluency in English.
