Supreme Headquarters Allied Powers Europe (SHAPE) provides an integrated Strategic Effects framework, employing a multi-domain and multi-region focus to create a 360-degree approach, with the flexibility to enable, upon direction, a seamless transition from Baseline Activities and Current Operations (BACO) up to the Maximum Level of Effort (MLE). SHAPE supports the Supreme Allied Commander Europe (SACEUR) in fulfilling his terms of reference, as directed by the North Atlantic Council.
The NATO Communications and Information Systems (CIS) Group plans, deliver and supports NATO’s Deployable Communication and Information Systems (DCIS) in order to enable command and control (C2) for NATO’s deployed HQs.
The J5 Division is responsible for the analysis, evaluation, development and improvement of NCISG overall internal Directives and Concepts and leads NCISG activities regarding the development and improvement of in-service DCIS capabilities.
The Capabilities Development/Implementation and Improvements Branch is responsible for the improvement of the DCIS Structure and for direct coordination with ACO, ACT, NCIA, NSPA, NATO HQ IS and IMS, and Host Nations on the development and implementation of Capabilities related to DCIS.
The Capability Development and Resource Management Section is responsible for the development of the DCIS Capabilities, the coordination and consolidation of DCIS service requirements and their incorporation in the resource management process.
The incumbent is responsible to support the planning for Capability Integration and Service Transition of DCIS and SATCOM and to plan/ support user acceptance of the capabilities.
Principal Duties
The incumbent’s duties are:
1. Assist in the coordination with NSBs and NCISG Divisions to consolidate and develop requirements, priorities, schedules etc, and implement NSIP projects.
2. Assist in the coordination and review of CPP submission, PDS, PIP, PP etc.
3. Assist NCISG representatives in the development of DCIS capabilities IAW DOTMLPFI analysis. Support the analysis (expected benefits and desired effects), reports and briefings concerning the DCIS capability development.
4. Assist in the input contribution towards the development and amendment of NCISG formal agreements, Service Level Agreements, Directives, Standard operating Procedures and NCISG Operating and Support Instructions.
5. Provide assistance in monitoring the implementation of NSIP projects and the development of reports, briefing, position papers and presentations during all phases of the project development and implementation.
6. Support the coordination of all projects management activities (test, security, training, logistics, operational acceptance, transition to service decommission of legacy systems etc.) required to implement new capabilities within the NCISG.
7. Assist in the collection and analysis of training requirements for new equipment to be assigned to NCISG.
8. Provide support in the analysis, design, implementation and monitoring of business processes and procedures to optimize the management and availability of DCIS capabilities.
9. Assist in representing NCISG’s position on topics related to senior policies, capability development and project execution support and implementation in Working Groups, NCISG conferences, DCIS integration Steering Groups etc.
10. Assist the internal coordination (within the Branch) for the creation and management of plans to improve the NCISG capabilities.
11. Assist in the development of mitigation plans to improve NCISG DCIS capabilities, to include the provision of quick and effective problem-solving support including risk management activities.
12. Assist in identifying new deployable CIS requirements based on lessons-learned and operational shortfalls identified in support of the NATO Command Structure.
13. Assist in the identification of project dependencies and the development of mitigation recommendation, based on risk analysis and operational requirements.
14. Maintain and update the NCISG Capability Development documentation register for all the ongoing programs and projects.
Special Requirements and Additional Duties
1. The incumbent may be required to undertake deployments in support of military operations and exercises, and/or TDY assignments, both within and without NATO boundaries up to 180 days. The employee may be required to perform a similar range of duties elsewhere within the organization at the same grade without there being any change to the contract.
Essential Qualifications
A. Professional/Experience
1. Information Technology (IT) strategy and planning, creation, iteration and maintenance of a strategy in order to align IT plans with business objectives and the development of plans to drive forward and execute that strategy.
2. More than 4 years of experience and knowledge in international environment in project management of equipment, systems and CIS services and project lifecycle planning.
B. Education/Training
Higher Secondary education and intermediate vocational training in information technology, information systems engineering, business administration, quality engineering or related discipline which might lead to a formal qualification with 3 years’ experience, or Secondary education and completed advanced vocational training in that discipline leading to a professional qualification or professional accreditation with 4 years’ post related experience.

Desirable Qualifications
A. Professional Experience
1. Experience from working with/at large military organization or private CIS service delivery companies.
2. Staff Officer experience with deployable DCIS and preparation of related project documentation.
3. Operational experience in analysis, coordination, planning and development of Key Performance Indicators of CIS services.
4. Knowledge in the development of requirements for DCIS projects by gathering and analyzing operational user’s information exchange requirements, in a deployed environment and translating these into technical specifications and criteria for operational acceptance of the new capabilities.

REMARKS:

• Contract: in accordance with the NATO Civilian Personnel Regulations, temporary staff may not be employed more than 6 months for the same assignment. However, if later required, contracts may be extended for another period of up to six months
• Salary: the remuneration of temporary personnel will be specified in their contracts. It is not exempt from taxation[1]. Temporary personnel are responsible for acquitting themselves of their responsibilities for the payment of taxes.
• Benefits package: temporary staff are covered by a benefits package which consists of pension contributions by the Organization (12% of basic salary), medical and accident benefits (death and invalidity) provided under the NATO Group insurance contract, and paid leave of 2.5 days per month worked. For staff eligible under NATO rules, there is also a dependent child allowance and coverage for dependent children for medical benefits;
