About PI

Protection International (PI) is an International NGO that contributes to the improvement of the protection of human rights defenders (HRDs) throughout the world. PI provides tools to develop HRDs’ capacities to manage their own security as their struggle against impunity and work in favour of human rights and democracy in their respective countries or regions. PI seeks to contribute to a situation where HRDs are recognised as legitimate actors for social change and to an environment where they can exercise their right to defend universally accepted human rights.

Protection International has its global office in Brussels, but primarily works where protection of HRDs is needed. PI has long-term presence in several countries of Africa, Asia and Latin America.

General Objective

The Resource Mobilisation Coordinator plays a pivotal role in driving PI’s Financial Resilience & Sustainability Strategy. By cultivating strategic core donor relationships, securing diverse funding sources, and managing impactful communication with donors, this position ensures PI’s sustainability and amplifies its mission. Collaborating with regional hubs and country offices, the role involves creating high-quality proposals and impact reports, while representing PI in key networks, spaces and events.

The Role within the Programme Coordination Unit (PCU) : PCU currently leads programmatic and fundraising efforts, supported by Programme Coordinators dedicated to each region (Latin America, Asia, and Africa). The Resource Mobilisation Coordinator is a position designed to assist the Head of the Unit in strengthening PI’s engagement with core and strategic donors. This includes fostering long-term and strategic relationships through compelling narratives and impactful communication and reporting. This position reports to the Head of the Programme Coordination Unit.

Duties & Responsibilities

1. Fundraising and Resource Mobilisation (80%)

  • Implement the Financial Resilience and Sustainability Strategy, ensuring alignment with PI’s Strategic Framework (2024-2028).
  • Identify and pursue diverse funding opportunities, with a strong focus on core/unrestricted funding from institutional donors, private foundations, lotteries, and corporate partners, all in accordance with PI’s ethical guidelines.
  • Collaborate closely with Regional Hubs, Country Offices, and Global Team units to develop strategic funding concept notes and high-quality proposals that meet donor priorities and requirements.
  • Coordinate the global reporting for core donors, highlighting PI’s impact across its various countries of intervention through compelling narratives and impactful stories.
  • Cultivate and maintain strong, personalised relationships with both current and prospective donors, ensuring sustained and long-term engagement.
  • Coordinate with the Finance and Administration Unit to create detailed budgets and accurate funding forecasts for grant proposals.
  • Identify opportunities for and support the formation of consortia for large-scale initiatives in collaboration with strategic stakeholders and academic partners.
  • Lead PI’s fundraising efforts, representing the organisation at key networks, donor meetings, external working groups, and high-level forums to enhance PI’s visibility and promote its protection approach.
  • Regularly assess and propose innovative fundraising techniques and strategies to diversify funding streams and meet organisational goals.
  • Ensure effective tracking and reporting of donor funds and maintain up-to-date records of donor engagements and contributions.

2. Programme Coordination Support (20%)

  • Support Hubs/ country programmes in resource mobilisation initiatives that require coordination with the global team, as well as donor reporting for complex or strategic projects, with a particular focus on Africa and Asia.
  • Coordinate with regional fundraising consultants to ensure alignment and consistency in PI’s fundraising approach and strategy.
  • Contribute to PCU action plan and annual income forecasts, ensuring accurate budget monitoring in collaboration with the PCU team.
  • Regularly update donor tracking systems, income sheets, and monitoring tools to ensure timely and accurate reporting.
  • Provide quarterly and annual performance reports on programme core funding to the relevant stakeholders.
  • Act as the focal point for large-scale, multi-country, or regional initiatives, particularly those involving EU proposals, and coordinate across multiple offices.
  • Provide fundraising training and best practice support to regional offices and country teams to enhance local fundraising capacities.
  • Stay informed on political, social, and funding landscape developments that may impact fundraising opportunities for PI.

Job Requirements

Education

  • Bachelor’s or Master’s degree in international relations, development studies, communications, marketing or a related field, or demonstrable equal experience

Experience

  • Proven experience (5 to 9 years) with INGOs in programming, institutional fundraising, managing donor relations, communication to donors.
  • Proven track record developing successful proposals for institutional donors, including the EU and Ministries of Foreign Affairs (e.g., NORAD, SIDA, DANIDA, MFA Canada MFA Finland, MFA Germany, MFA Belgium, Dutch MFA).
  • Demonstrated success in cultivating relationships with private /philanthropic foundations and donor advised funds.
  • Experience with major donors, ultra-high-net-worth individuals, and the corporate sector is a significant advantage.
  • Knowledge of Human Rights-Based Approaches (HRBA) and programmatic experience in human rights, women’s rights, youth programming, disability rights, feminist leadership, policy advocacy campaigns.
  • Work experience in Africa, Latin America, or/and Asia is an advantage

Skills & Knowledge

  • Excellent writing and editing skills for both fundraising and communication purposes in English
  • Knowledge of core donors compliance and reporting requirements
  • Knowledge of donors management software (eg: Good grants, Salesforce)
  • Strong interpersonal, communication, and negotiation skills in multicultural settings.
  • Proven ability to lead complex proposal development and mastery of logical frameworks.
  • Ability to prioritise workload and work independently with minimal supervision.
  • Knowledge in digital communication tools and content management systems. Good knowledge of Graphic Design and Visual Content Creation tools (Canva, Photoshop, Illustator)
  • Experience in digital marketing, online fundraising campaigns and crowdfunding.
  • Availability to travel occasionally (2 to 3 trips per year)

Languages

  • Proficiency in English (written and oral) is compulsory; French, Spanish, or Dutch are strong assets.

Other requirements

  • The ideal candidate is preferably based in Brussels and authorized to work in Belgium or the EU without restrictions. However, candidates based outside the EU are also welcome to apply, provided they are authorized to work in their country of residence.

Please note that this position does not include a relocation package.

  • Depending on experience, a monthly gross salary for candidate based in Brussels between €3,800 – €4,400 plus benefits: “pécule de vacances” (national holidays + 20 days of annual leaves + 8 days extra leaves + 2 weeks offered at the end of the year), health and hospitalisation insurance, lunch vouchers, reimbursement of home-work public transport.
  • For candidates based in other EU and non-EU countries, salary ranges will be adjusted to PI’s current salary scales and benefits will include national public holidays +8 days extra leaves + 2 weeks offered at the end of the year.
