The Humanitarian and Stabilisation Operations Team (HSOT) is contracted through Palladium by the Foreign, Commonwealth & Development Office (FCDO) to provide support services and an operational team delivering advice and assistance on humanitarian disasters, conflicts and emergencies. The Roster Recruitment Lead sits within the Human Resources team which forms a part of the Operations team.
The Roster Recruitment Lead is responsible for recruiting individuals with experience of working in the humanitarian sector to the pool of skilled deployable humanitarian experts available to FCDO for agile consultancies and long term fixed term employment contracts. This role is pivotal to the programme in ensuring the roster remains relevant and dynamic, based on HSOT technical assessment and gap analysis and ensuring quality assurance of resource as well as stakeholder priorities or feedback. The role involves coordinating with various parties primarily the technical teams and will be responsible for overseeing all administrative elements to ensure candidate readiness for client contracting, whilst assuring compliance with company policies, relevant UK legislation and contractual objectives.
You will build on the positive reputation of HSOT to date, understanding the importance of pro-active candidate sourcing and management to continue enhancing the quality of services offered to FCDO. Furthermore you will be outcome led and consistently follow Palladium/HSOT processes and SOPs in response to ongoing demand, trends, and client feedback. You will foster a collaborative relationship between the Operations team and other capabilities within the programme.

Primary Duties and Responsibilities:

Coordinate with HSOT technical capabilities to draft Job Descriptions for roles to be advertised. These will be determined from the monthly strategy meetings and the gap analysis provided by the Roster Team Leader within DRM.
Develop job adverts, ensuring they meet industry standards and align with Palladium Diversity and Inclusion policy. Utilise diverse sourcing strategies such as advertising, headhunting and referrals to attract the best talent.
Review candidate profiles and present suitable applications to technical colleagues for shortlisting. Conduct screening calls with shortlisted candidates and present summary to technical colleagues for final shortlist. Continue to actively manage open requisitions as needed.
Manage onboarding of consultants to the roster ensuring they are fully compliant. This shall include creating Deploy profiles, obtaining clearances, completing HEST and mandatory trainings. It is essential risks around compliant taxation and Employer of Record requirements are recorded.
Develop and implement recruitment policies and procedures that reflect industry best practices. In collaboration with Corporate Talent Acquisition colleagues, cultivate a strong pipeline of high-quality candidates by driving initiatives in branding, events, and employee referrals.
Leverage data analytics to shape recruitment strategies, enhance candidate experience meeting the clients requirements.
Provide timely reporting of key metrics and insights to inform decision-making and improve processes.
Establish relationships, clear interfaces, and opportunities for working with and sharing information across HSOT to both ensure recruitment to the roster strategy and priorities are up to date
In conjunction with colleagues, work on demand forecasting and planning to devise effective recruitment strategies to attract suitable candidates
Participate in HSOT’s robust risk management process, including full compliance and working with DRM in facilitating removal of profiles from the roster.
Cross HSOT Working
Responsible for working closely with colleagues from HERT, EWAR, P&L to develop and update job profiles to align with client requirements and maintain roster readiness.
In collaboration with technical colleagues and HR Manager, design candidate assessments and interview questions to include both technical and behavioural competencies.
Pro-actively review recruitment to the roster SOPs, seek feedback from HERT, EWAR, P&L and DRM to update systems and processes.
Financial Management
Ensure all compliance related costs are forecasted accurately.
Budget Management of HEST training provision and supplier management according to HSOT processes, with delegation as appropriate.
Other Duties
Ensure all SOPs are followed with respect to recruitment to the roster, including safeguarding and risk management concerns.
Work collaboratively with internal stakeholders to support effective transition to successor programme.
Other duties as required.

Required Qualifications:

  • Proven experience of managing end to end recruitment process.
  • Ability to work with diverse range of stakeholders
  • Budget Management
  • Ability to managing high volume of recruitment.
  • Proven experience of developing job descriptions, adverts and using various job boards
  • Experience of working with government organisations will be preferable
  • Candidates must hold the right to work in the UK and have 2 year residency in the UK to meet the compliance criteria
