Summary The primary purpose of this position is to provide critical financial expertise and leadership as Training and Readiness Financial Analyst, Training, Readiness, and Exercise Division in the Directorate of Operations, Strategic Deterrence and Nuclear Integration at a combat major command (C-MAJCOM). Responsibilities Serve as the command’s authority for all operational budget formulation procedures/processes involving independent assessments and preparation of complex detailed analyses, budget estimates, special reports, and other documentation for the USAFE-AFAFRICA major weapons systems training and readiness portion of the USAF’s Program Objective Memorandum (POM), Program Budget Request (PBR), Financial Plan (FINPLAN, and execution submissions. Ensure proper execution and provide financial advisory services for USAFE-AFAFRICA’s segment of the Air Force budget in support of assigned major weapons systems. Controls funds distribution and monitors monthly obligations and expenditures for assigned accounts, and accurately Create a variety of complex accounting and funding documents and transactions making frequent and varied adjustments to individual accounts utilizing available/programmed fund codes. Serves as primary point of contact/liaison for all training and readiness funds under control and Defense Finance Serve as the only financial management representative for the HQ USAFE-APAFRICA major weapons systems. Requirements Conditions of Employment Qualifications In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, GS 0501 series. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes mastery of the, concepts, principles, practices, laws, regulations, and policies of budgeting and/or financing; and the financial budgetary relationship between subordinate and most senior levels of financial management and budgeting within the employing entity/or between the organization and programs of other North American Treaty Organization (NATO), the 54 nations in United States Africa Command (USAFRICOM) and the 51 nations in United States European Command (USEUCOM) Areas of Responsibility (AOR), and all U.S. Government (USG) interagency coordination and support for a substantive national program or agency business area and expenditure of Federal Funds. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of commonly used financial/budgetary principles, concepts, guidance, regulations, policies, and methodology to formulate, justify, and execute budgets and financial goals in support of the mission, goals, and programs of the organization. 2. Knowledge of the requirements, techniques, procedures, practices, and processes of generally acceptable financial management principles and standards. 3. Knowledge of the mission, roles, functions, organizational structures, and operation of Department of Defense (DoD) and United States Air Force (USAF) organizations pertaining to major weapons systems’ training and readiness requirements/events budget formulation and financial management to provide guidance to subordinate units. 4. Knowledge of annual and multiple-year appropriations; their characteristics, uses, applications, and data structures and of the DoD Planning, Programming, Budgeting, and Execution process and its products, terminology, and guidance documents, including DoD budget and financial management regulations, and combatant commander guidance and policies. 5. Skill in utilizing the full suite of information technology (computer programs/software, databases and automated tools) to satisfy job requirements.
