The primary purpose of this position is: To serve as a command headquarters level senior program analyst and to provide Air Force Civilian Harm Mitigation and Response (CHMR) expertise in developing and disseminating planning, programming, and guidance for the program during peacetime and contingency operations plans. Responsibilities Executes, plans, organizes, and informs Department of the USAFE Civilian Harm Mitigation and Response program, develops component-level instructions and guidance, creates policies and procedures to contribute to the overall DoD CHMR program objectives for the Department of the Air Force. Provides oversight and direction on USAFE-AFAFRICA activities related to planning formulation, interpretation, and implementation of policies, procedures, and systems knowledge associated with the CHMR program. Prepares briefings, presentations, and decision memoranda to support deliberations and decisions by the USAFE- AFAFRICA Commander and DAF senior leaders on CHMR issues. Leads USAFE interaction with other EUCOM, Air Staff, Joint Staff, other service headquarters counterparts, and liaises directly with DOD offices to integrate Air Force CHMR program for overall program effectiveness, as well as perform other CHMR related activities as required or directed. Proposes and manages future CHMR related studies, analyses, and evaluations within USAFE-AFRICA to improve overall Air Force headquarters CHMR program. Requirements Conditions of Employment Qualifications CONDITIONS OF EMPLOYMENT CONTINUED: This is a Security Cooperation position due to the nature of the position’s duties and responsibilities. Position requires DoD Security Cooperation Workforce Certification. Area of Consideration (AoC) and Level are to be determined by supervisor. Employee must meet DoD Security Cooperation Workforce Certification requirements applicable to the duties of the position. Selectee must meet the designated certification AoC and Level requirement; if not has 1 year (Basic) 2 years (Intermediate-Expert) from Security Cooperation Workforce Development- Database entry date to become certified in accordance with the National Defense Authorization Act (NDAA) 2017, Title 10 United States Code, Section 384. Incumbent of this position is required to comply with all Department of Defense and Defense Security Cooperation Agency requirements of this certification program. This certification requirement is a condition of employment for this position. Failure to obtain this certification within the required time may be subject the incumbent to adverse action. Incumbent is required to maintain 20 hours of professional development continuous learning every two-year period to maintain good standing in the DoD Security Cooperation Workforce Certification Program. ** QUALIFICATIONS: In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes analyzing, planning, and coordinating of Civilian Harm Mitigation and Response (CHMR) within the Federal, DOD, and Air Force. Executing program goals and objectives, the sequence and timing of key operational events and milestones, and methods of evaluating the effectiveness of planning actions as related to actual events; utilizing comprehensive understanding of CHMR military challenges to organize activities during operations to include, terrain, population, infrastructure, communications, cyberspace, information warfare, munitions, resources, training, weather, disease, adversary tactics and chemical, biological, radiological, and nuclear (CBRN) elements. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Expert knowledge in program management and coordination of CHMR projects in large organizations, including interagency and interdepartmental agencies. 2. Knowledge of civilian harm mitigation programs or organizations and activities to assess the political and institutional environment in which decisions are made and implemented; In-depth knowledge of military organizations, functions, authorities, and lines of command with knowledge covering the entire spectrum of military programs, operations, and management. 3. Demonstrated ability to analyze, plan, coordinate and adjust work operations of multiple organizational segments to meet program requirements and objectives within available resources. 4. Ability to meet and deal with senior military and civilian officials at all levels of Government, including ability to interact with Public Affairs, Congressional staff members, interagency and interdepartmental agencies. 5. Ability to gather, assemble, and analyze facts, draw conclusions, conduct analysis, devise recommended solutions, and package the entire process in briefings, papers, or reports suitable for top management use and decision-making. 6. Ability to communicate effectively both orally and in writing, negotiate complex issues, and maintain good working relations. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
