Responsibilities The primary purpose of this position is: To serve as Chief, HQ USAFE-AFAFRICA AEF Operations Section, as Chief, HQ USAFE-AFAFRICA GFM JOPES-Europe Operations Section, or as Chief, HQ USAFE-AFAFRICA GFM JOPES Africa Operations Section; serving as a command headquarters level senior management and program analyst and executing supervisory duties applying Air Force military experience/knowledge (in personnel, manpower and/or logistics) to plan, organize, and determine necessary policies, regulations, directives, programs, doctrine, and procedures for the maintenance and establishment of the major command’s rotational and emergent deployment program(s). Applying Air Force military experience/knowledge; in personnel, manpower and/or logistics, leads a specialty team in analyzing, developing, and evaluating detailed plans, goals, and objectives for long-range implementation of major command Air and Space Expeditionary Force and/or Global Force Management program(s). Actively participates in strategic planning to improve organizational direction and focus using strategic planning tools and techniques. Prepares and delivers oral presentations such as briefings, training sessions, consultations, and strategy sessions with other staff service functions and activities to secure cooperation, resolve controversial matters, and convey information relative to proposed changes in assigned program (s). Supervises the staff of the HQ USAFE-AFAFRICA AF Operations Section, HQ USAFE-AFAFRICA GFM JOPES-Europe Operations Section, or as HQ USAFE-AFAFRICA GFM JOPES-Africa Operations Section. Requirements Conditions of Employment Qualifications In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Management and Program Analysis Series, 0343 SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes expert knowledge of Deliberate and Crisis Action Planning and Execution Segments (DCAPES) program and Joint Operations Planning and Execution Segments (JOPES. Mastery of the Secretary of Defense’s Orders Book process; to include Guidance for the Employment of Forces, Global Force Management Allocation Plans, Implementation Guidance, and Requests for Forces; Expert knowledge of the Air and Space Expeditionary Force concept. Mastery of Air and Space Expeditionary Force tools, management processes, and Unit Type Code Availability management. Knowledge of risk assessment tools and implementation with respect to providing forces to combatant commands for emergent and rotational missions; Mastery of operational planning methods and tools critical for emergent and contingency operational planning across the range of military operations. Knowledge of key air component capabilities and their interaction with joint force capabilities. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of a wide range of qualitative and/or quantitative methods for the assessment and improvement of joint and command level plans and requirements for conducting major operations such as deployment, mobilization, employment, exercise, flight operations, base operations support, security, rescue, tactical airlift, special operations or similar operations to include expert knowledge of processes and tools such as Deliberate and Crisis Action Planning and Execution Segments (DCAPES) program, Joint Capabilities Requirement Manager (JCRM), Joint Operations Planning and Execution Segments (JOPES), the Secretary of Defense Orders Book, and AEF readiness reporting tools and similar objectives. Knowledge of Air Force, Major Command, and Combatant Command planning and program goals and objectives, the sequence and timing of key operational events and milestones, and methods of evaluating the effectiveness of planning actions related to actual events; and the relationship of the various command entities involved in overall program planning and execution of military operations and evaluations. Knowledge of the application of Air Force military expertise; personnel, manpower and/or logistics, as it applies to assigned programs, plans and emerging mission sets. Knowledge of the Air Expeditionary Force Reporting Tool (ART), Status of Resources and Training Systems (SORTS), Reclama Processing Tool (RPT), Deployment Processing Discrepancy Reporting Tool (DPDRT), and the Pre-deployment Training Tool (PDTT). Expert knowledge of Deliberate and Crisis Action Planning and Execution Segments (DCAPES) program and Joint Operations Planning and Execution Segments (JOPES). Skill in designing and conducting comprehensive studies; and preparing solutions to especially broad, important, and severe military operational and contingency areas. Ability to plan, organize, and lead others in studies or projects and to negotiate effectively with management to accept and implement recommendations, where proposals involve substantial resources, and require extensive changes in established concepts and procedures. Ability to lead, manage and supervise a subordinate staff, and to communicate effectively both orally and in writing; negotiates complex issues; and maintains good working relationships PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
