Team/Role Overview

This role resides within the Regulatory Advisory and Transformation legal group which supports Citi business lines, legal entity management teams, Compliance, Government & Public Affairs and Regulatory Engagement teams. The group provides technical legal advice on banking & financial services regulatory change developments impacting Citi including policy advocacy on proposed banking & financial services regulations, advising on the potential impact of new regulations to Citi business lines and legal entities, regulatory change implementation and regulatory-driven business change projects. The Legal Regulatory Advisory team for Europe, United Kingdom, Middle East & Africa is responsible for advising on financial services regulatory change development in the region, working closely with colleagues in the Citi Legal Department across the region and globally to provide clear and commercial regulatory interpretive advice to stakeholders. This role requires a pragmatic, proactive attorney with thorough understanding of Regulations, combined with a solid conceptual / practical grounding in the laws and regulations for the geographies in which we operate as it relates to Regulations. Provides input into strategic decisions, exercising sound legal judgement to develop proactive, risk-appropriate, and commercially business-oriented solutions. This is not a manager role.

What you’ll do

  • Provide regulatory advice on regulatory and business change projects (for example, changes to UK and EU payment services legislation, UK’s Senior Manager & Certification Regime and analogous regimes in other jurisdictions and depositor protection regimes in the region);

  • Act as subject-matter expert for existing financial services regulation on (including but not limited to) payment services and conduct in the region;

  • Identify and advise upon new regulatory developments and horizon scanning that may have impact across business lines and in conjunction with regional and global colleagues supporting business lines on regulatory change implementation;

  • Participate in the resolution of violations of law or regulations and other major compliance issues;

  • Collaborate with other functions, such as compliance, by acting as a key advisor on strategic regulatory issues and legislative matters;

  • You will be a recognized subject matter expert who substantially influences the way things are done within Regulatory service within Citi and/or the legal/financial services industry; their area of responsibility and has primary accountability for the end results;

  • Support Citi Government & Public Affairs, Regulatory Engagement and other stakeholders on advocacy initiatives with industry associations and regulators in respect of regulatory developments, including assisting in the development of responses to consultation papers to regulators and policy-makers, attendance at legal-focused industry association working groups and meetings with regulators, in respect of banking and financial services regulation in the region;

  • Deliver training and education for management and product lawyers on regulatory developments globally and in the region – this will involve working on presentation materials, drafting regulatory briefings and assisting on presentations to legal colleagues, country counsel and business areas.

What we’ll need from you

  • A law degree obtained in the United Kingdom, United States or another common law or civil law jurisdiction is preferred.

  • Solicitor qualified in England & Wales, Northern Ireland or the Republic of Ireland or admitted to admitted to practice in the State of New York or another a common law or civil law jurisdiction.

  • Relevant industry experience, preferably in banking & financial services, either in a law firm, regulatory or supervisory body, or in-house in a major bank.

  • Strong knowledge of European and United Kingdom banking & financial services regulation, including Payment Services Directive and depositor protection regimes, and a strong understanding of the legislative processes in the European Union and United Kingdom.

  • Effective communication and negotiation skills and ability to build and maintain trusted relationships.

  • Excellent leadership, interpersonal, organizational and relationship management skills.

  • Proven ability to apply sound judgement while managing assignments in a demanding, fast-paced environment.
