The Position

In the upcoming implementation of the EU HTA Regulation, which will considerably reshape market access across all EU member states and beyond, our EU HTA Expert is set to lead the way. They will offer guidance and support to our Asset EU HTA Deliverable Teams as well as corporate and affiliate HEOR teams. They will work across all TAs, initially prioritizing Oncology, and will be responsible for the EU HTA capability.

Our expert will ensure the highest standards in the creation, analysis, and communication of evidence that demonstrates the value of Boehringer’s products for the EU HTA. They merge a strategic understanding of evidence generation with methodological and operational expertise on the EU HTA, ensuring the development of top-tier evidence dossiers (JCA Dossier, Joint Clinical Assessment) across TAs.

They will empower the HEOR organization by providing necessary tools and enhancing relevant capabilities. Leveraging their exceptional HTA knowledge and connections in internal and external expert networks, they will innovate and guarantee that future value demonstration needs are met in an ever-evolving environment.

The position is based in Ingelheim and reports to the Head of the Global HEOR CoE.

Tasks & responsibilities

  • Spearhead the execution of the EU HTA capability as outlined by the capability framework. This includes upholding excellence standards, developing and maintaining platforms, conducting trainings, and measuring performance for all activities and deliverables pertinent to EU HTA, such as the JCA Dossier.

  • Act as a knowledge hub, disseminating crucial information across relevant functions. Educate the Asset EU HTA teams about the EU HTA regulation and associated guidance, including Implementing Acts and Guidelines. Guide them in predicting PICO research questions, crafting the EU JCA strategy, and developing and reviewing the JCA Dossier content.

  • Play a pivotal role in implementing the EU HTA capability by offering expert advice to Asset EU HTA teams on HTA methodologies. This will ensure high-quality standards for deliverables such as PICO prediction, EU JCA strategy, JCA project plan, and JCA Dossier. Provide constructive feedback and aid in enhancing the process for the Asset EU HTA teams.

  • Lead a network of Boehringer EU HTA experts to foster and promote excellence in EU HTA strategy and deliverables. Drive innovation and scouting in JCA-relevant evidence development and value communication, including methodology advancements. Collaborate with external thought leaders from research institutions, academia, think-tanks, industry groups, and other professional networks.

  • Oversee the collaboration between functions involved in evidence generation, such as HEOR, CD&O, gBDS, Epi/RWE, PVPS. This is to ensure alignment of all processes related to EU HTA, share requirements, and generate training and supporting material as and when needed.

Requirements

  • MSc/PhD in Health Economics, Biostatistics or Medicine with major/focus in Health Technology Assessment, Health Economics, Pharmacy, Medicine, Public Health, or related subjects.

  • Long term direct experience undertaking Health Technology Assessments (HTA) incl. economic evaluations for health interventions and pharmaceutical products, preferably in EU countries or Canada.

  • Several years of experience in designing, generating, synthesizing, and communicating payer-relevant evidence that meets the requirements of HTA agencies and payers.

  • Experience in the development of HTA- and payer-targeted value demonstration materials/tools (e.g. GVD creation, economic models, PRO/COA) as well as experience in piloting and implementing innovative methodological approaches in value generation.

  • Proven leadership experience years in a matrix, dotted and/or direct line (leading employees, leading leaders (functionally), leading projects.

  • Business acumen, innovative mindset, unconventional thinking desired.

  • Excellent communication and collaboration skills; must be fluent in English (written and spoken), additional European languages a plus.
