Deadline Date: Thursday 19 September 2024Requirement: Network Analyst SupportLocation: Brussels, BEFull Time On-Site: YesTime On-Site: 100%Period of Performance: As soon as possible but not later than 28/10/2024, until 20/12/2024Required Security Clearance: NATO SECRET1 INTRODUCTIONThe NCIA has been established with a view to meeting to the best advantage the collective requirements of some or all NATO nations in the fields of capability delivery and service provision related to Consultation, Command & Control as well as Communications, Information and Cyber Defence functions, thereby also facilitating the integration of Intelligence, Surveillance, Reconnaissance, Target Acquisition functions and their associated information exchange.To strengthen the Alliance through connecting its forces, the NCI Agency delivers secure, coherent, cost effective and interoperable communications and information systems in support of consultation, command & control and enabling intelligence, surveillance and reconnaissance capabilities, for NATO, where and when required. It includes IT support to the Alliances’ business processes (to include provision of IT shared services) to the NATO HQ, the Command Structure and NATO Agencies.The Directorate of CIS Support Units (DCSU) is responsible to manage, deliver and maintain assigned Communications and Information System (CIS) products and services for the Agency’s customers including NATO Headquarters (NHQ), the NATO Command Structure (NCS), NATO Force Structure (NFS), Nations and internal Agency users. DCSU provides liaison, planning and coordinating functions for Alliance Missions, Operations and Exercises. Services are delivered in coordination with the Enterprise Service Operations Centre (ESOC) and Agency Service Lines/Service Centres under the Enterprise Service Delivery Model (ESDM).2 OBJECTIVESNCI Agency CIS Support Unit (CSU) Brussels, located in Brussels (BEL) is the primary Information, Communications and Technology (ICT) service provider for 24/7 support to the Secretary General, the International Staff (IS), the International Military Staff (IMS) and other Customers in the NATO Headquarters in Brussels.CSU Brussels enables end-to-end CIS services as it installs, operates, maintains and supports the full range of CIS capabilities during peacetime, crisis and war throughout its allocated Area of Responsibility (AOR) and as otherwise directed.The Service Operations Branch (SOB) is responsible for providing local support to the provision of CIS services to local and remote customers in accordance with SLAs and other agreements. Under coordination of the NCI Agency’s OPS Centre, SOB directs, coordinates, supervises and executes all local Service Operation activities required in support of all Service Lines. SOB provides local Level 1 and 2 CIS support, directly or as directed by the Enterprise Services Operations Centre and/or in coordination with the appropriate service lines. SOB contributes to Continual Service and Process Improvement and reports Key Performance Indicators to appropriate service lines. SOB is locally responsible for the installation, operation, maintenance and administration of assigned CIS equipment, as well as all operating systems, core and specific application software. SOB contributes to Problem Management, Access Management, Event Management, Request Fulfilment, Release and Deployment, Test and Validation, Configuration Management and Change Management in support of appropriate Service Lines and in coordination with Service Management Branch. SOB is responsible for the provision of limited support to corporate customers within the CSU AOR. SOB is further responsible for the development and continual improvement of Configuration, Problem, Change and Release Management processes and procedures.3 SCOPE OF WORKThis temporary Network Analyst Support position will be with the CSU Brussels Network Management Section (NMS) and will be required during the lifecycle of the replacement program at NHQ. The NMS supports and maintains all Local Area Network Systems (Voice and Data) at NATO HQ. NMS is responsible for Data and Voice implementations, all active and passive network components on all NCIA supported networks. NMS also provides infrastructure for journalists during Ministerial meetings and special events and provides support for Remote Connections to the main networks, including the static and mobile remote connectivity of the Secretary General.Under the direction / guidance of the local NCIA Point of Contact or the Network Management Section (NMS), the temporary Network Analyst will be supporting the following activities:a) First and Second line incident resolution on network elements for all NHQ networks and the related interconnections;b) Monitoring of element manager systems i.e. Cisco Prime/DNAc/NDFC;c) Troubleshooting network related issues, including Cisco Access and Core Switching /Cisco Wireless/ Cisco ISE NAC 802.1X/NATO PKI certificates on network devices/NLB/DNS/IPAM;d) Commission Access Layer ports for the different network services;e) Updating MS DNS, DHCP and IPAM;f) Cisco access switch software upgrading;g) Assist with software patching of network devices;h) Cisco access switch configuration & clean-up;i) Configure Network Load Balancer rules and update application certificates;j) Assist with pilot testing, commissioning and implementation of network elements;k) Creation and maintenance of Standard Operating Procedures for network elements;l) Any other network analyst duty as required.4 DELIVERABLES AND PAYMENT MILESTONESThe following deliverables are expected from the work on this statement of work:Deliverable 01: 8 sprintsPayment Milestones: Upon completion of each fourth sprint and at the end of the work.The NCIA team reserves the possibility to exercise a number of options, based on the same scrum deliverable timeframe and cost, at a later time, depending on the project priorities and requirements.The payment shall be dependent upon successful acceptance of the Delivery Acceptance Sheet (DAS) – (Annex B) including the EBA Receipt number.Invoices shall be accompanied with a Delivery Acceptance Sheet (Annex B) signed by the Contractor and the project authority.5 COORDINATION AND REPORTINGThe contractor shall participate in daily status update meetings, activity planning and other meetings as instructed, physically in the office, or in person via electronic means using Conference Call capabilities, according to the Operation Managers / Team Leaders instructions.For each sprint to be considered as complete and payable, the contractor must report the outcome of his/her work during the sprint, first verbally during the retrospective meeting and then in written within three (3) days after the sprint’s end date. The format of this report shall be a short email to the NCIA Point of Contact mentioning briefly the work held and the development achievements during the sprint.6 SCHEDULEThis task order will be active immediately after signing of the contract by both parties.The period of performance is as soon as possible but not later than 28/10/2024 and will end no later than 20/12/2024.7 CONSTRAINTSAll the deliverables provided under this statement of work will be based on NCI Agency/CSU Brussels templates or agreed with the project point of contact.All code, scripts, documentation, etc. will be stored under configuration management and/or in the provided NCI Agency/CSU Brussels tools.8 SECURITYAll the deliverables of this project will be considered NATO UNCLASSIFIED, while access to networks exceeding this classification level is required.With this role being of technical nature providing administrative support, a security clearance at the NATO Secret level is required prior to the start of the engagement.9 PRACTICAL ARRANGEMENTSThe contractor will be required to work on-site as part of this engagement. The Network Management Team is located in BRUSSELS / BEL in NATO HQ,The contractor is required to work on-site for 100 percent of the engagement, at the NATO CSU Brussels location. The locations applicable for this engagement are limited to BRUSSELS / BEL.Travel expenses will only be reimbursed for travel outside of the chosen location, directly (outside this contract) under NATO rules.The working hours regime is 38 hours per week but can deviate to cover business requests.This individual hired for this position will be part of the CSU Brussels – Network Management Team.10 QUALIFICATIONS[See Requirements]Requirements8 SECURITY

  • With this role being of technical nature providing administrative support, a security clearance at the NATO Secret level is required prior to the start of the engagement.

10 QUALIFICATIONSThe consultancy support for this work requires an experienced Network Analyst with the following qualifications:

  • Active Cisco Certified Network Professional (CCNP) on routing and switching;
  • Two years support experience with CISCO Routing and Switching;
  • One year support experience with Microsoft DNS, DHCP and IPAM;
  • One year support experience with Cisco ISE;
  • One year support experience with Cisco Prime or equivalent;
  • Experience with VMWare Virtual Networking;
  • Experience with VRF and Multicasting;
  • Experience with Citrix NetScaler or any other Network Load Balancer system;

Desirable:

  • Experience with CISCO Secure client;
  • Experience with CISCO DNAc-CCC, Cisco NDFC, Cisco WLC;
  • Experience with Firewall interconnections;
  • Experience with Splunk logging system;
  • Experience with Microsoft SCOM or ZABBIX.
