Communications Planner (Task Manager)

Location : Ramstein AB, Germany

Job Summary

Provides technical, administrative, and operational leadership to assigned project or task(s). Attends communications planning conferences as a representative of the USAFE A2. Reviews status of projects, manages schedules, and prepares reports. Assesses issues and develops resolutions to meet productivity, quality, and client-satisfaction goals and objectives. Performs plans, process, and policy support.

Responsibilities

Plans Process, and Policy Support

  • Analyze strategic level guidance, such as program action directives, program guidance letters, programming plans, wing plans, or reference architectures to develop planning documents, transition strategies, and policies to meet and implement program objectives. Support the staff in developing a future roadmap or architecture and associated USAFE A2 project management process.

  • Analyze communications requirements to assess validity, completeness, accuracy, and feasibility for implementation, and address any discrepancies by coordinating with the relevant agencies to ensure project objectives are met. Additionally, research and document proposed infrastructure and system topologies, encompassing architecture, system connectivity, and interoperability considerations. Provide recommendations for standards, procedures, and enhancements to support the implementation and maintenance of new technologies.

  • Review and coordinate on the technical content of design proposals for the construction or renovation of facilities, technical quality of equipment to be installed, installation of equipment, and maintenance of equipment. Provide expert advice on equipment specifications, capabilities, and operational procedures, providing guidance for selection and acquisition of Command, Control, Communications, Computer, Collaboration and Intelligence (C5I) equipment and infrastructure.

  • Design proposals, draft segments of planning, transition, and policy documents using applicable directives and industry best practices, such as IT Service Management (ITSM) processes within the ITIL framework, following DoD and Air Force policy and guidance.

Project Management Support

  • Develop and execute project implementation plans for all approved and funded strategic plans, collaborating with internal and external stakeholders.

  • Conduct capability assessments to identify shortfalls, areas for future improvement, and the total cost of ownership.

  • Provide estimates for planning, programming, and budgeting related to infrastructure upgrades and equipment purchases.

  • Ensure conformity in communications systems architecture, configuration, and integration through coordination with engineering data.

  • Manage communication systems project implementation.

  • Facilitate planning meetings, video calls, and teleconferences.

  • Coordinate site surveys with internal and external agencies, prepare site survey results, and deliver briefings.

  • Allocate and place resources, review equipment and facility specifications, resolve technical communication issues, and conduct operational acceptance.

  • Create, collect, and report on metrics for all open project action items.

Metrics Management:

  • Develop, implement, and manage a comprehensive system for creating, collecting, and reporting metrics, including KPIs, for all action items associated with ongoing projects. These metrics are vital for tracking project progress, identifying areas for improvement, and ensuring transparency in project management. Additionally, collaborate with squadron leadership to define and track relevant metrics that provide insights into project performance, ensuring alignment with squadron-level objectives and contributing to overall organizational goals.

Project Meetings:

  • Conduct regular project meetings to discuss the status, milestones, challenges, and successes of ongoing projects.

Communication and Leadership Engagement:

  • The Project Manager is responsible for briefing senior Leadership on ongoing project status, providing updates on project milestones, challenges, and successes. Additionally, the Project Manager collaborates with Leadership to develop courses of action, recommendations, and strategic plans based on project outcomes, ensuring alignment with organizational objectives and priorities.

Required Experience: This position requires a minimum of 5 years of relevant experience. Experience includes increasing responsibilities in communication/information planning and management.

Minimum Education: Bachelor’s degree from an accredited college or university which provides substantial knowledge of the information sciences or with a curriculum or major field of study which provides substantial knowledge useful in managing the work specified by the task order(s). Such degrees might be, but should not be limited to, the disciplines of computer science, information systems, physical science, engineering, a mathematics intensive discipline or business.

Education and experience requirements may be substituted with:

A Master’s Degree (in subjects described above) and three years of experience. A Ph.D. (in subjects described above) and two years of experience.

An associates degree with seven years experience,

No degree and 11 years of intensive and progressive experience demonstrating the required proficiency levels related to the task.

Certifications:

Project Management Institute – Project Management Professional (PMP)

The likely salary range for this position is $108,800 – $147,200. This is not, however, a guarantee of compensation or salary. Rather, salary will be set based on experience, geographic location and possibly contractual requirements and could fall outside of this range. Total compensation for international positions varies by tax, social security, and immigration statuses, as well as location. Generally, an international assignment may include allowances, premium uplifts, and/or relocation or transportation benefits, above base salary range noted.
