From improving economic performance and creating jobs to fostering strong education and fighting international tax evasion, we provide a unique forum and knowledge hub for data and analysis, exchange of experiences, best-practice sharing, and advice on public policies and international standard-setting.THE SCIENCE, TECHONOLOGY AND INNOVATION DIRECTORATEThe Science, Technology and Innovation (STI) Directorate, in line with the strategic objectives of the Secretary-General, helps OECD member countries and other key economies build an environment conducive to translating science, technology and knowledge into innovation in order to create economic and social value added.The Digital Economy Policy (DEP) Division of the STI is responsible for developing evidence-based policies through multi-stakeholder processes that i) stimulate the growth of an accessible, innovative, open, inclusive and trusted digital economy for sustained prosperity and well-being, and ii) leverage the potential of Information and Communication Technologies (ICT), in particular, the Internet, and digitisation to achieve key socio-economic goals such as improving productivity, providing opportunities for new jobs, contributing to mitigate environmental pressures and improving health outcomes and the quality of life in general. A strong measurement agenda builds the evidence base upon which policy recommendations are derived. DEP collaborates with other parts of the Organisation on horizontal issues such as ICT in health, taxes, trade, productivity, ICT skills and ICT effects on labour markets. DEP is responsible for, among other things, maintaining the Global Recalls Portal, the Going Digital Toolkit, the Broadband Portal and the OECD.AI Policy Observatory.In 2019, the OECD Council adopted the Recommendation on Artificial Intelligence (AI), which includes 10 principles for trustworthy AI at the core of the OECD.AI Observatory work. The Observatory acts as the Secretariat for the Working Party on AI Governance (AIGO), which contributes to the work of the OECD Committee on Digital Policy (DPC) pertaining to AI policy. The Observatory conducts analysis, maintains the OECD.AI Observatory website, develops digital products and resources (publications & blog posts), and builds international dialogue to examine AI policy issues and trends and help countries implement the OECD AI Principles. On the latter, the OECD.AI Observatory work with other international and regional organisations such as the UN Tech Envoy Office, UNESCO, the Council of Europe and the European Commission. Finally, the OECD.AI Observatory convenes and coordinates a global network of approximately 400 experts on AI (ONE AI) divided into six thematic expert groups that represents the various streams of work of the OECD.AI Observatory and feeds into the work of AIGO.SupervisionSTI/DEP is looking for a Junior Policy Analyst to support DEP’s various streams of work on Artificial Intelligence (AI). The selected person will work under the supervision of the Head of the AI Unit in the Digital Economy Policy (DEP) Division, under the responsibility of the Head of the DEP Division.Main ResponsibilitiesResearch, analysis and draftingCarry out research and policy analysis on AI issues and policies, including the AI international ecosystem, covered by the Committee on Digital Policy (DPC) and the Working Party on AI Governance (AIGO).Draft, provide input to, and support the preparation of high-quality documents, such as publications, briefings & blog posts on AI governance and the international AI ecosystem.Event coordination and supportHelp coordinate the participation of STI/DEP colleagues in international events on AI. This includes tracking incoming requests, liaising with external stakeholders, making recommendations regarding participation, and producing presentations and speaking points for use by STI senior management on a wide range of topics related to AI.Expert Groups SupportHelp with the preparation of monthly meetings of expert groups by preparing the relevant material (including papers and presentation), identifying speakers, corresponding with experts, and drafting meeting minutes.Contribute to publications resulting from the expert groups such as policy briefs and reports.Ideal candidate profileAcademic Background:An advanced university degree in public administration/policy, political science, telecommunications, economics, law or a related discipline.Professional Background:A minimum of two years of relevant experience in digital/technology policy analysis, development, and implementation.A minimum of two years of relevant experience in an OECD member government or international organisation.Experience in AI policy will be considered an asset.Tools:Proficiency in the Microsoft Office Suite, including Excel.Skills:Excellent oral and written communications skills.Languages:Fluency in one of the two OECD official languages (English and French) and knowledge of the other, with a commitment to reach a good working level.
