Job summary

The UK wide Civil Service Digital Data and Technology (DDaT) profession consists of people who work in a digital, data or technology specialist role. They design, build, and run government digital services. They are responsible for the way we find, access and use data and for the technology infrastructure which support those services. There are currently about 25,000 people working in the Profession. 

The DDaT profession in the Welsh Government supports a range of digital services across the whole organisation. As part of our DDaT profession, you will be a key part of the Data and Digital Team within Cafcass Cymru and will make a significant and direct contribution for the people of Wales.

Background 

The Welsh Government is the devolved government for Wales with an annual budget of around £15 billion. We are responsible for key aspects of public life in Wales including health, education, the economy, transport, agriculture, and the environment. Welsh Ministers are supported by a workforce of more than 5,000 people with offices in Wales, London and overseas.

Digital transformation of public services is vital to delivering the services that the people of Wales expect and need. The Welsh Government currently delivers digital services to people and business across Wales. Led by our Chief Digital Officer, the Welsh Government is increasingly delivering more services online. The Chief Digital Officer provides a consultancy service of digital and data expertise to business areas across the Welsh Government. 

Team/Division Overview

Cafcass Cymru is a division of the Health, Social Care and Early Years Group within the Welsh Government. It is responsible for safeguarding and promotion the welfare of children involved in Family Court proceedings.

The post with support the IRIS System and Reporting Senior Manager within the Corporate Services and Governance Team. 

Job description

Role

This post will report to the IRIS System and Reporting Senior Manager (SEO) and will lead on the collation and reporting of complex management and performance information. The post holder will be responsible for data analysis within Cafcass Cymru, working to fulfil all data reporting requirements as well as analysing data to spot trends and issues. The postholder will also ensure data quality within the current system by introducing and improving methods of data capture used by Cafcass Cymru. 

The post holder will provide data and digital support, working closely with operational teams to provide regular detailed analysis and interpretation of data, highlighting performance trends. 

This post maps to the role of Data Analyst in the DDaT Capability Framework.

In this role, you will:

  • apply tools and techniques for data analysis and data visualisation (including the use of business information tools)
  • identify, collect and migrate data to and from a range of systems
  • manage, clean, abstract and aggregate data alongside a range of analytical studies on that data
  • manipulate and link different data sets
  • summarise and present data and conclusions in the most appropriate format for users

The DDaT skills that are required for this role are:

  • Data modelling, cleansing and enrichment. (Level: working) You can produce data models and understand where to use different types of data models. You can understand different tools and can compare different data models. You can reverse-engineer a data model from a live system. You can understand industry-recognised data modelling patterns and standards.
  • Data quality assurance, validation and linkage. (Level: working) You can identify appropriate ways to collect, collate and prepare data. You can decide if data is accurate and fit for purpose. You can prepare and cleanse data with limited guidance.
  • Data visualisation. (Level: working) You can use the most appropriate medium to visualise data to tell compelling stories that are relevant to business goals and can be acted upon. You can present, communicate and disseminate data appropriately and with influence.
  • IT and mathematics. (Level: working) You can apply your knowledge and experience of IT and mathematical skills, including tools and techniques. You can adopt those most appropriate for the environment.
  • Logical and creative thinking. (Level: working) You can respond to problems in databases, data processes, data products and services as they occur. You can initiate actions, monitor services and identify trends to resolve problems. You can determine the appropriate remedy and assist with its implementation, and with preventative measures.
  • Project management. (Level: working) You can apply your knowledge and experience of project management methodologies, including tools and techniques. You can adopt those most appropriate for the environment.
  • Statistical methods and data analysis. (Level: working) You can understand how and when to practically apply existing best practice solutions.

Person specification

  • Manage and maintain Power BI service including development of new reports and functionality within Cafcass Cymru. Work with management to develop dashboards to provide operational oversight. Promote use of the service, including developing row level security to ensure appropriate access levels.
  • Work with management teams to ascertain data needs and feasibility of data requests. Using appropriate tools (such as SQL) produce summary statistics and data visuals for internal and external stakeholders. Implement Statistical Disclosure Control when necessary for external reports.
  • Responsible for producing monthly management data reports for internal and external stakeholders.
  • Lead on the investigation and continuous improvement of data quality within Cafcass Cymru. Produce reporting mechanisms and tools to detect and categorise issues. Work with staff to correct issues and feed advice into business process development.
  • Investigate data to find trends and/or patterns that provide operational insights.
  • Promote good working practises– version control, reproducibility, code reviews, project management, agile working, knowledge sharing etc.
  • Help grow the uptake in usage of data within Cafcass Cymru management teams, demonstrating how it can be most effectively applied to answer business questions.
  • Ensure digital improvement within Cafcass Cymru, working with WG digital team to ensure we are fully utilising the digital offering.
  • Support on Xpertdoc process design to create and enhance Business Processes, enabling system automation where possible.
  • Lead on the data improvement program in Cafcass Cymru by managing a team ensuing data consistency through reactive and proactive processes. Recommending training opportunities for area teams.
  • To oversee the quality and accuracy of operational data by establishing and implementing robust checking and auditing processes, and ensure the provision of regular, reliable management information reports.To be responsible for the validity of IRIS data and provide support and guidance to operational colleagues as required.
