Post Context/Post SummarySupreme Headquarters Allied Powers Europe (SHAPE) provides an integrated Strategic Effects framework, employing a multi-domain and multi-region focus to create a 360-degree approach, with the flexibility to enable, upon direction, a seamless transition from Baseline Activities and Current Operations (BACO) up to the Maximum Level of Effort (MLE). SHAPE supports SACEUR in fulfilling his terms of reference, as directed by the North Atlantic Council.The J10 StratCom Directorate is responsible for Integrated and Strategic Communication direction and guidance, and provision of communication capabilities and information function, as they relate to Alliance operations, policy, exercises and defence planning during peace, crisis, and conflicts.The Plans, Training and Doctrine (PTD) Branch is responsible for the integration and synchronisation of strategic communication objectives and effects into all Allied Command Operations (ACO) related strategic planning for military operations and major exercises.The Training Requirement Authority Representative is part of the Exercise and Training, Policy and Doctrine Cell within PDT Branch, and is responsible for the development, coordination and implementation of Individual and Collective training requirements for ACO J10 StratCom in order to develop the ACO StratCom capability and better support operations.Principal DutiesThe incumbent’s duties are:1) Establish and Coordinate ACO StratCom Training Requirements.2) Represent the Training Requirement Authority with the Department Head and ACT-Joint Forces Development (JFD).3) Conduct the Annual Training requirement Review and coordinate the ACO contribution to the Annual Discipline Conference and Discipline Alignment Plan.4) Attend ACO wide StratCom Training Working Groups when required.5) Coordinate the provision of StratCom experts to support StratCom training at Education and Training Facilities.6) Deliver StratCom Training at Allied education and training facilities (within experience and competence).7) Lead efforts in conjunction with other NATO bodies, to modernize StratCom individual and collective training, aligned with operational requirements.8) Coordinate ACO J10 StratCom support to J10 StratCom Doctrine development. (StratCom, Mil PA, PsyOps, Info Ops, IEA, Engagements).9) Coordinate the ACO J10 StratCom review of other doctrine to ensure consistency and alignment.10) Take part in ACO StratCom Education & Training Events.11) Support other PDT Cells in the delivery of ACO StratCom Planning, D&G and coordination.12) Evaluate the effectiveness of training solutions and ensure continuous improvement.13) Support HICON and EXCON functions for ACO Ex programme.14) Maintain professional relationships with military and civilian agencies, training providers, and commercial bodies to solicit information to support the continued development of J10 StratCom Training.15) Perform any other related duty as assigned.Special Requirements and Additional DutiesThe incumbent may be required to undertake deployments in support of military operations and exercises, and/or TDY assignments, both within and without NATO boundaries up to 180 days. The employee may be required to perform a similar range of duties elsewhere within the organization at the same grade without there being any change to the contract.The risk of injury is categorised as No risk / risk might increase when deployed.Essential QualificationsA. Professional/Experience1) Experience working in the design, management, and delivery of training at the operational or strategic level.2) At least 4 years of experience working in Strategic Communications (including Public Affairs, Information Operations, Psychological Operations, or marketing.)3) Experience in operational or strategic planning, or the civilian equivalent.4) Proven ability to present information in a clear and logical manner both in writing and by other means with accuracy and attention to detail.5) Excellent Communication, reporting, and oral presentation skills.6) Demonstrates strong interpersonal skills and the ability to interact within a multicultural team and with diverse stakeholders across the organization.B. Education/TrainingUniversity Degree in a related field (Strategic Communications, Social Science, Education, Training Management, or other related subject) and 4 years post related experience, or Higher Secondary education and completed advanced vocational training leading to a professional qualification or professional accreditation with 7 years post related experience.C. LanguageEnglish – SLP 3333 (Listening, Speaking, Reading and Writing)Desirable QualificationsA. Professional Experience1) Knowledge of subjects of relevance to NATO StratCom2) Experience working at NATO or national military strategic level headquarters3) Previous working experience in an International Organization or public sector in a military community.4) Experience in training management and coordination.5) Experience in Project ManagementAttributes/Competencies1) Personal Attributes: The incumbent will need to display a high degree of professionalism, organizational skills, ability to coordinate with others and strong communication skills in the performance of his/her duties.2) The post requires a proactive individual who is able to work independently but also contribute effectively as part of a team. Professional Contacts: The incumbent will be required to establish and maintain effective professional contacts with NATO agencies, civil academia and industry.3) Contribution to Objectives: The role will directly contribute to the outputs of the SHAPE J10 StratCom Division through enablement of the Training Requirement role. It will have a very influential role across ACO as it will represent and liaise with the whole J10 enterprise. The incumbent will directly represent Dir J10 StratCom during staff engagements with ACT.REMARKS:The successful candidate will fill this post as a Project Related NATO International Civilian (PLN) with a three-year definite duration contract within the NATO 2030 Agenda.
