We coordinate the cross-border system operations, system development and electricity market activities of the 40 electricity transmission system operators (TSOs) which cover 36 countries. You will work within the Business Services team, as a part of the Market & Operations section. In this role, you will also cooperate with Secretariat’s staff across all departments in the frame of the Secretariat’s program management structure and in ENTSO-E’s efficiency-oriented project framework.The Business Services team is composed of 6 internal and external resources. The team supports permanent groups and projects involving Transmission System Operators (TSOs) and Regional Coordination Centres (RCCs) members, by helping them define their needs related to IT development of several Pan-European applications and processes (Verification Platform, OPDE, Transparency Platform). It liaises directly with various parties related to the IT platforms development and operation ensuring delivery of a wide range of tasks, such as business requirements, process design, support to IT solutions design and advisory topics.The Business Analyst / Business Services Specialist will support the delivery of the business initiatives and tasks governed by the System Operations Committee (SOC) and Market Committee (MC) which are mainly focused on overseeing the pan-European alignment and development of IT tools needed to monitor, supervise, and coordinate the operation of the interconnected grid. This role is of key importance for Market & Operations Section of ENTSO-E in facilitating the implementation and maintenance of the Verification Platform and its evolutions, by supporting all the processes in the development lifecycle of the system.Limited travelling abroad for project and group meetings is foreseen.Your responsibilitiesYou will contribute to the Association work by overseeing and facilitating the process of transitioning from business requirements definition to IT applications delivery together with relevant ENTSO-E bodies, TSO members and 3rd party vendors or external IT system integrators, and ensuring alignment on procurement, legal and financial side. In addition, you will be expected to act as a project manager making sure all projects and workstreams are on track, the ENTSO-E governance is applied correctly, and ensuring that necessary changes are implemented in the contractual framework.Specific responsibilities may change over time, however the current tasks include:

  • Leading the preparation of application roadmap, budget and resource needs for the assigned scope, as well as cost control and cost rebilling.
  • Leading and organizing the drafting efforts on the contractual framework serving the Verification Platform with the support of the relevant legal colleagues and ENTSO-E members.
  • Writing business requirements specifications, software change requests and data exchange processes (including related documentation), based on the inputs and interactions with relevant ENTSO-E bodies, TSO/RCC members and 3rd party experts.
  • Validating impact assessments, supplier specifications and supporting the testing specialist for validation of the developed solutions.
  • Initiating workstreams and project proposals, while making sure that goals, scope of the work, governance, organizational and resource requirements are well defined and in line with ENTSO-E governance and established practices.
  • Leading and supporting the ENTSO-E bodies responsible for the Verification Platform development by providing guidance and expert advice to the Conveners and members, supporting the workshop/meeting preparations, preparing and distributing meeting notes, recordings, conclusions, follow up on actions and decisions and maintaining the Microsoft SharePoint repository.
  • Managing and coordinating TSO queries and Requests for Information, as required.
  • Improving, where appropriate, and maintaining an efficient and transparent, exchange of all relevant information on contents / deadlines of project implementation and especially in communication to management and the Chairs of the ENTSO-E committees.
  • Working transversely with the relevant ENTSO-E Committees as well as with the supporting sections in ENTSO-E Secretariat such as Legal Services, Corporate Services, ICT, ensuring correct governance, effective collaboration and where relevant, identifying possible efficiency improvements.
  • Promoting ENTSO-E values, Code of conduct and all the relevant policies among members and partners.

Your profileWe are looking for someone with the following skills and abilities:

  • University degree in Electrical Engineering, Power System Engineering, Information Technology or other similar degree with proven knowledge of power systems and/or IT systems.
  • At least 5 years of experience with advisory, requirements engineering or project management for IT systems; a previous experience as Project manager or Business analyst for IT/application development at a TSO will be considered a very strong asset.
  • Proficiency in English with excellent communication, negotiation, influencing skills and experience in facilitating consensus and building relationships.
  • Strong sense of business, stakeholder management along with good understanding of software development lifecycle.
  • Strong organisation and planning skills, result oriented with ability to deliver quality work on time.
  • Experience in business continuity will be considered as an advantage.
  • Knowledge of BPMN and UML modelling, and requirements specification and development, such as business/functional requirements definition methods (AS-IS vs TO-BE process), use case development, process flow diagrams will be considered as an advantage.
  • Proficiency with usage of following tools: Microsoft Word, Excel, Teams, Outlook, PowerPoint, SharePoint. Jira and/or Confluence knowledge is a plus.
  • Quick learner with ability to work independently and in a team setting with competing deadlines.
