1. SUMMARYWithin the Executive Management Division (EM), NATO’s International Staff (IS) Human Resources (HR) Directorate is comprised of five pillars: Talent Management and HR Integration (TMHRI); Staff Services (Pay and Allowances, Pensions and Insurances); HR Policy and Strategy Coordination (IS and NATO-wide HR policy); the Data Analytics section; and the Medical Service. The TMHRI Section is responsible for Talent Acquisition (TAS), Organisational Design, Development and Change Management (ODDCM), Talent Development (TD) and HR business partnership.HR Advisers (HRAs) are the main partners of Divisional/Independent Office management for all human resource matters relating to staff management. They promote sound people management and ensure consistent application of the NATO Civilian Personnel Regulations (CPRs), policies, and best practices. HRAs deliver HR solutions while partnering with managers as trusted advisers. They work closely with business units to help build capabilities, manage talent and develop people-oriented initiatives.2. QUALIFICATIONS AND EXPERIENCEESSENTIALThe incumbent must:

  • have a university degree in Human Resources, Business Administration, Management or other relevant discipline;
  • have at least 5 years’ relevant work experience in the field of HR;
  • possess strong drive for diversity and customer-focus attitude;
  • demonstrate high-level judgement and analytical skills in dealing with complex and sensitive people management issues;
  • have the ability to express thoughts clearly, succinctly and with impact, both orally and in writing;
  • possess the following minimum levels of NATO’s official languages (English/French): V (“Advanced”) in one and III (“Intermediate”) in the other.

DESIRABLEThe following would be considered an advantage:

  • a professional qualification in HR;
  • experience in a field of NATO core business (international relations, political affairs, defence, security) or of other HR clients (e.g. IT, finance, resource or facility management, etc.);
  • fluency in both official languages.

3. MAIN ACCOUNTABILITIESStakeholder ManagementAdvise managers on a wide variety of complex human resources management issues across the HR value chain and in particular in the areas of managing people resources, providing options to solve sensitive and multifaceted issues related to employment and working conditions. As the main HR interface with Divisions’ management, act as a change facilitator for the implementation of new HR initiatives. Advise and facilitate effective policy implementation. Act as a trusted partner.Expertise DevelopmentIn line with NATO’s regulatory HR framework, help align business objectives with people management in assigned organisational units. Help identify emerging staffing needs and strategies, as well as opportunities for staff development. Support the management of cases, from complaint to appeal as appropriate. Act as a key partner and evaluator in the recruitment process.Project ManagementUndertake HR projects, across the HR value chain, as assigned. Generate creative and relevant options to address client’s and organisational needs and priorities, within the rules and procedures.Information ManagementStay informed of all HR decisions affecting Divisions/Offices within their responsibility. Ensure the accurate and timely distribution and flow of HR-related information to the relevant personnel (e.g. senior management, line managers, Administrative Officers (AOs) or Executive Officers (XOs), staff) in the Division/Office. Analyse trends and metrics to propose solutions, programmes and policies.Knowledge ManagementProvide strategic input to HR policies and contribute to the development of such policies as appropriate. Stay abreast of HR developments and trends within and outside NATO in order to provide input and advice to changes in related policy and its implementation.Monitor staffing and relevant HR processes in close collaboration with applicable HR services. Keep current with NATO’s regulatory framework within the HR space.Perform any other related duty as assigned.4. INTERRELATIONSHIPSThe incumbent reports to the Head, Talent Management and HR Integration and interacts directly with the Deputy Assistant Secretary General, HR, on sensitive and complex HR matters. Depending on the nature of support being provided, and the issue at stake, the points of contact between the HRA and the Division/Office may be senior managers, line managers, AOs or XOs. Therefore, HRAs must establish and maintain effective collaborative working relations as part of a small team, and at all levels in the Divisions/Offices as well as throughout HR, and use outstanding interpersonal skills to generate trust and confidence.Direct reports: N/aIndirect reports: N/a.5. 6. CONTRACTContract to be offered to the successful applicant (if non-seconded): Definite duration contract of three years; possibility of renewal for up to three years, during which the incumbent may apply for conversion to an indefinite duration contract.Contract clause applicable:In accordance with the contract policy, this is a post in which turnover is desirable for political reasons in order to be able to accommodate the Organisation’s need to carry out its tasks as mandated by the Nations in a changing environment, for example by maintaining the flexibility necessary to shape the Organisation’s skills profile, and to ensure appropriate international diversity.The maximum period of service foreseen in this post is 6 years. The successful applicant will be offered a 3-year definite duration contract, which may be renewed for a further period of up to 3 years. However, according to the procedure described in the contract policy the incumbent may apply for conversion to an indefinite contract during the period of renewal and no later than one year before the end of contract.If the successful applicant is seconded from the national administration of one of NATO’s member States, a 3-year definite duration contract will be offered, which may be renewed for a further period of up to 3 years subject also to the agreement of the national authority concerned. The maximum period of service in the post as a seconded staff member is six years.Serving staff will be offered a contract in accordance with the NATO Civilian Personnel Régulations.NOTE: Irrespective of previous qualifications and experience, candidates for twin-graded posts will be appointed at the lower grade. Advancement to the higher grade is not automatic, and will not normally take place during the first three years of service in the post.Under specific circumstances, serving staff members may be appointed directly to the higher grade, and a period of three years might be reduced by up to twenty four months for external candidates. These circumstances are described in the IS directive on twin-graded posts.7.
